Style fixes

Without putting this up for a formal review, I can say that the article needs a bit of context. Where is this taking place needs to be in the first paragraph and the first sentence if possible. Remember this is an international audience. Also, the title ("English magistrate resigns over Twitter") needs at least one word after Twitter.
