I updated the article to make it past tense and make the first paragraph less sensational and have less implication of authority. I know that making it past tense probably lessens its value as an article, but it's been three days since either of the articles this one is based on, so I think it needs to be past tense to be rightfully published at all. It still probably needs a lot of work.

Since the reports this article was based on have been written, considerable order has occured within New Orleans, particularly with the deployment of the 82nd Airborne division, some U.S. Marines, and a whole bunch of National Guard troops, as well as other law enforcement personnel from other areas including New York City. Essentially New Orleans is now an occupied city under martial law, so suggesting that you can now go and commit crimes is hardly true anymore. Still, as you've said, if it is ever going to be published, it needs to be published now and now later, while this is at least stale or perhaps even historical knowledge by now, considering how quickly things are changing in New Orleans at the moment. --Robert Horning 22:46, 13 September 2005 (UTC)Reply

This is a really useful article for those who are studying Hurricane Katrina's impacts on New Orleans it should be published so that people who need an article like this can gain information.
