editThe headline is wrong. The victims are not able to sue. It is not correct to say the victims will be able to sue. What is correct is that if the legislation is actually introduced (which may have taken place by now) and actually passed, then when it takes effect, then the victims will be able to sue. It should be something like "Proposed legislation to permit Canadian victims of terrorism to sue perpetrators. " DGG (talk) 03:14, 17 June 2009 (UTC)
