As usual, I wrote this for my high school's news blog, and am reposting it to wikinews for its use. I release it under the CCA 2.5 license. I've written a series of stories on this subject for the school's blog and wikinews. There is a statement on the school blog releasing this and other articles under Creative Commons.

This is original reporting. In addition to getting the press release from the state, I obtained email comment from the lead attorney for the plaintiff.
