The first sentence says that at least 33 have died, implying that 33 or more people definitely died. But then the second sentence says that Reuters thinks it's 23. Is this supposed to suggest that Reuters is wrong? If so, then why are they cited as one of the article's sources? Someone please explain what this is supposed to mean.
