I think this story is not completely correct. GM (and Chrysler) can cancel dealership contracts, but they cannot "close dealerships". That is my understanding anyway. What I don't understand is why either company would want to cancel any dealership contract based strictly on sales volume. If a dealers poor customer performance is affecting brand acceptance, that is something else, but if an independent dealer wants to stay open to sell 1 GM vehicle / month then that is one vehicle that wouldn't have been sold otherwise. If the intent is to avoid servicing the warranties of current owners, that strikes me as unethical, 'should be illegal? So here is to the communities who formally had 1 Chrysler dealer, who may now get a Subaru, Nissan, Kia or other foreign dealership, instead of an American company. That should certainly help (Japans, pick a country) economy!
