Syria wants as little information on the table as possible. Israel isn't going to tip their hand on the information they had at the time until they feel they have to do so.

Was the target an arms shipment or nuclear? Was the whole exercise a test?

None of it matters, ordinance was dropped and the planes and pilots got away. The ordinance was not dropped to lighten the planes, they move and accelerate plenty fast with or without ordinance due to to the available thrust of their available aircraft. If the Israelis felt their objective was not met, then they would have sent another wave. History shows that the Israelis are bold and fearless, to the point of being reckless.

There is a reason that this was done, we may not ever know it.

As an aside, it is obvious that Syria is weak comparatively speaking and is embarrassed by the whole affair. They got caught by surprise, but even if they weren't there is no way Syria would win in a conflict with the Israelis. Any real response to the attack will have to come from Iran, but that won't happen. The more likely approach will come from the unwise approach of suicide bombers or these civilian missile attacks. Suicide bombing, and civilian missile attacks, just piss people off, it increases the targeted country's willingness to fight, and does not weaken the targeted country militarily. It is obvious that in this day and age the best way for a militarily weaker foe to get as much as possible while ending a conflict at the same time is through very well publicized, peace offerings. The negotiations will take much longer, but the weaker foe will gain more than through any other means. Getting the peaceful civilized world on your side means MUCH more than a nuclear bomb.
