To be fair this was in Germany, and most former Soviet territories have problems with old technology floating around. For example, Radioactive Thermoelectric Generators (basically the little brothers of "proper" nuclear reactors) being stolen from automated lighthouses and broken down for scrap metal in spite of their radioactive nature.

This city would have been part of West Germany (the non-soviet 3/4)

The children should be pattled.
