The UN has gone past this stage with Sudan. There is a dedicated peacekeeping force acting with the AU to stabilize Darfur. Look at the African Union - United Nations Hybrid Operation in Darfur. It has clear rules of engagement allowing them to defend civilians and relief operations. Even getting to that point would be a massive step forward for this conflict. Stopping ALL violence with a cease-fire and eventual proportional disarmament, and sending in third parties acting under strict orders only to support relief and rebuilding efforts and defend ALL civilians. 68.210.105.139 06:22, 15 January 2009 (UTC)
