or
Egypt applies for first lop-level domain name in Arabic.
Reason: there is no "registration" process for top-level domain names. It is a formal application process involving substantial amount of work and documentation. Registration of domain names is what a registrar performs and what the announcement specifies the Egyptian registry will start providing.
