I live in San Francisco and I felt it very much. The apartment started rocking and I held my breath for what felt like a long time.
I was just down in San Jose when the 4.1 happened recently and I was in disbelief about being in two quakes in such a short time span. I was on my second-story duplex in Arcata when the quake struck. I felt the house swaying back and forth, with something like low-frequency, big jolts, and at the same time a higher-frequency vibration or something similar. My house was swaying so much that I thought it was going to collapse! The house made lots of noise before I felt any large movement. I ran outside quickly and saw a poor cat running about the street in confusion (it was kinda funny) while the ground was still rumbling. It was my new roommate's first large earthquake experience, and I told him "I'm not going to wait for the tsunami siren, let's go now!" so we drove waaay uphill. A friend of mine was at the marsh and she said that she saw the mud rippling with the quake, which was awesome. --Leb
