Instructions for briefs are at Wikinews:News briefs. Here is a link to create a 'briefs' article: http://en.wikinews.org/w/index.php?title=Wikinews_Shorts:_June_15,_2010&action=edit&preload=Template:New_Wikinews_Shorts I copied that link from the right hand column of the newsroom, about half way down.
Meanwhile, the article is now twice as long as when it failed its first review, so it no longer needs to be a brief.
