My move reason

I added "all" because I figured just some of the agreements were cancelled and was startled when the article stated all of them were declared so. I think the headline addition is NPOV, and reflects the most important and unique aspect of the story. GeorgeII (talk) 14:12, 30 January 2009 (UTC)
