This signage was photographed at the entrance to a motorpool located at Fort Lee, Virginia, USA . "POV" stands for "Privately Owned Vehicles" according to a soldier's reply when asked.

The acronym usage in the Wikipedia entry for Fort Lee is so pervasive it almost becomes laughable. Such is the lingo in the U.S. military.
